A basement is worth investigating when its intended use justifies the structural, access, water-protection and operating commitments needed to create it.
Start with the activity and site conditions. A large floor plate is not useful if its access, permitted use or maintenance needs do not fit the household. Retrofitting below a retained house and constructing during reconstruction also require different feasibility discussions.
Use this guide to organise those decisions before comparing construction prices. The appointed professionals establish the design, investigations, submissions and site-specific requirements; the homeowner should receive a clear account of what is established and what remains conditional.
Write the use brief first
List the essential activity, users, hours, equipment and access needs. Separate a confirmed present use from a possible future conversion. Parking, a gym, storage and a bedroom have different dependencies; an empty basement shell does not establish suitability for all of them.
Compare the benefit with alternatives elsewhere in the house. A smaller internal replan may deliver the required function with fewer constraints, while a basement may be justified where the need cannot otherwise be met.
Establish the levels and permitted form
Ask the QP to show existing ground, proposed floor, road, applicable platform and crest levels, and relevant boundaries on coordinated drawings. URA distinguishes basement types and site conditions. It also sets specific conditions for low-lying sites; do not assume a basement bedroom or opening is acceptable before the proposal has been assessed.
A lightwell or ramp is part of the feasibility review, not a decorative addition to resolve after the shell is designed. Its position can affect both the usable room and the flood-protection strategy.

Choose the retention strategy with the engineer
If the existing house is to remain, specify what must be retained. Ask the structural team to identify the records, site investigations and temporary conditions needed to assess that concept. The construction sequence and surrounding buildings matter alongside the finished basement.
BCA’s structural guidance includes foundations, retaining systems and geotechnical work where applicable. Ask the team to define the professional appointments and approval route for the proposal; a generic excavation price is not an engineering conclusion.

Require one coordinated water-protection strategy
Have the team map below-ground envelope exposure, joints, penetrations, surface-water routes and external openings. Assign a design and installation responsibility to every interface. A waterproofing product line cannot stand in for that coordination.

PUB’s drainage code separately sets requirements for drainage and flood protection, including pumped systems where relevant. Ask for the project-specific design basis and current amended requirements.

Understand the system when something goes wrong
Ask the designer to explain relevant failure scenarios: a pump unavailable, loss of normal power, blockage, a control fault or an unacknowledged alarm. Request the proposed response, the owner’s role and the professional maintenance arrangement. Do not substitute a consumer backup product for the designed system.
Discuss access after occupation. Inspection points, equipment and controls must remain reachable when cabinets, finishes and stored belongings are in place. Include professional servicing and replacement access in the comparison of proposals.
Coordinate the room with its services
Review the actual stair or vehicle route, ventilation, cooling, sanitary services and equipment requirements before fixing the layout. Ask how the intended use will work during normal operation and whether any space must remain reserved for access to services.
For an existing damp basement being refurbished, investigate the moisture source before covering it. An observation log can help an inspector compare timing, location and operating conditions, but cannot diagnose the cause. EPA guidance identifies leaks and condensation as different moisture concerns; the repair must address the assessed source.

Compare the enabling work as well as the room
Ask each proposal to identify investigation, design and submission work, structural and temporary works, excavation logistics, protection of surroundings, waterproofing, drainage, building services, finishes and handover. Compare the same intended outcome and current drawings.
For unknown conditions, identify the assumption and what would resolve it. Decide whether to investigate before committing, carry an explicitly conditional allowance or redesign to avoid the dependency. A large contingency does not make an undefined scope comparable.

Accept a documented and operable system
Agree the relevant inspections before concealment, commissioning demonstrations and final records in advance. Ask the QP and builder to identify approvals, as-built levels and services, waterproofing details, system records and completion documents appropriate to the project.
Obtain operating and maintenance instructions that identify the person or contractor responsible for each task. Keep the records with the property and update them when systems or protected openings change. Future alteration decisions should begin with that known baseline.

Can I excavate below an existing terrace house?
Treat it as a professional feasibility question involving retained structure, ground, neighbours, access and temporary conditions. A similar completed project elsewhere does not establish feasibility here.
Is waterproof concrete enough on its own?
The design must address the structure, joints, penetrations and relevant water paths together. Ask the designer for the coordinated system rather than relying on a material label.
Can a basement be used as a bedroom?
The site and proposal must be assessed. URA has specific low-lying-site conditions, and access, ventilation, services and other applicable requirements still need to be resolved.
