Start with where the water is meant to go
A waterproofing quote should not leave the owner guessing whether drainage problems are included. Ask the team to show how rainwater reaches the outlets, where it travels next and what happens if a primary route is obstructed. A membrane specification alone does not answer those questions.
This article is about design and scope coordination. It does not give a slope, pipe size, overflow height or test procedure for a particular house. Those decisions depend on the actual roof, rainfall design basis, structural conditions and applicable local requirements.
Distinguish water resistance from drainage performance
A product can resist some ponding exposure without making indefinite water accumulation an acceptable design. SikaRoof PUR-18’s Singapore information, for example, describes ponding resistance while excluding permanent immersion. Treat that as a boundary of that specific system, not a universal rule that all polyurethane roofs may hold water.
The separate structural concern is water load. A 2018 IIBEC technical paper explains the relationship between roof slope, drainage, overflow and ponding instability. Its US code history and numerical design thresholds should not be transplanted into a Singapore house specification; the useful principle is that drainage and structural review must be coordinated.

Ask for a water-route map
The project team’s marked roof plan can be simple enough for an owner to understand while referring to more detailed design documents. Give each roof area and outlet an identifier. Trace upper-roof discharge onto lower roofs as well as the visible main roof. A small lower roof may be receiving water from more than its own footprint.
Add the level relationships that matter to the design: high and low areas, outlet entries, thresholds, parapets and any proposed new covering. The owner’s task is to confirm that the scope addresses the full route. Measuring and certifying those levels belongs to the project team.
A useful map also identifies which portions were not accessible during the inspection. If the downstream connection has not been assessed, label that limit instead of presenting a roof photograph as proof of the entire drainage route.
Assign the interfaces rather than a vague drainage allowance

Watch for level changes hidden inside another trade’s package
A proposal to add a wearing surface or retain old layers should prompt the team to revisit the roof detail, not merely add thickness to the middle of the roof. Ask whether the proposed build-up changes the relationship to an outlet, doorway or parapet termination. Ask the same question when equipment supports or service routes are added.
If correction involves structural work, use the applicable professional and submission route. BCA’s structural guidance identifies QP-led submission responsibilities; “waterproofing package” is not an exemption for structural alterations included within it. Conservation constraints may also matter where the property is conserved, so flag that status at the start.

A hypothetical tender comparison
Bid A offers a new membrane over the measured roof area. Bid B includes investigation of levels, replacement of a specified outlet detail and reinstatement at a threshold. The prices cannot be judged as two rates for the same waterproofing job. First ask both bidders to price the agreed drainage and interface scope.
If investigation later shows that the existing falls are acceptable but the outlet junction needs work, the revised scope should state that outcome. If the falls need correction, identify the designed correction and its consequences for surrounding details before authorising the extra work. The owner gains a comparable decision without assuming every puddle demands a new roof.

Handover needs more than a dry ceiling
Retain the final roof plan, outlet and concealed-detail photos, agreed inspection or testing results, and instructions for professional maintenance access. Make sure any temporary obstruction or protection used during work has been addressed in the contractor’s close-out process.
Keep the scope distinction clear after completion. A membrane check does not establish downstream drainage capacity, while an unobstructed pipe does not prove every waterproofing junction is sound. Ask the team to state which questions its checks answered and which limits remain.
