Plan approval alone is not the start signal
For structural A&A works that require approval, an approved drawing is not by itself permission to start construction. BCA says a permit must be obtained before the structural works start. Its application involves the developer, appointed Qualified Person and builder. Ask the QP to confirm the status of the work you are about to authorise.

Separate these three statements
A contractor may say that the project is “approved” while referring to planning, structural drawings or a permit. The word is too broad to settle a start decision.

Check the scope beside the paperwork
Send the team a short description of the next operation, such as the proposed structural opening or extension foundation works. Request confirmation against its drawing references and current design. This is more useful than collecting an approval email without knowing what it covers.
Exemptions and changes require their own assessment. BCA distinguishes insignificant works and material structural changes; a homeowner should not decide that an alteration is exempt merely because it is small. URA’s A&A planning classification is also a separate question.

Put the confirmation into the programme
Agree that the builder’s programme shows what has to be resolved before each relevant work package starts. If the design changes after a start date was proposed, ask for an updated confirmation and schedule. A booked delivery or paid deposit cannot resolve an outstanding approval question.
